Plastic cutlery even if it has a number on it generally isn't accepted at recycling facilities. This is because the utensils are too small. They can fall through the machines, causing malfunctions and other issues. They are also detected as nearly identical, so even if they are different types of plastics, they will be sorted into the same group and cause issues with contamination and the recycling process.
